Notice of Intent for Solicitation of Carbon Capture and Storage Wrap Solution for Legend CCCT

Entergy Services, LLC (“ESL”) on behalf of Entergy Texas, Inc. (“ETI”) hereby provides notice that it intends to conduct a solicitation to explore the potential for adding a Carbon Capture and Storage (“CCS”) solution at the planned Legend Power Station (“Legend”) to meet our customers’ needs for affordable, reliable, and sustainable low carbon electricity. Legend is a planned nominally sized 754 MW combined cycle combustion turbine power plant to be located in Port Arthur, Texas. Legend has been proposed at the Public Utility Commission of Texas for an amendment to ETI’s Certificate of Convenience and Necessity. This solicitation consists of an exploratory effort where ETI will seek information from interested parties regarding costs and ability to execute a “wrap” CCS solution adjacent to Legend. Under the “wrap” construct, a singular service provider would be responsible for the full value chain of CCS associated with Legend, from capture to sequestration of the CO2. If this solicitation is successful, the overall effort is expected to advance through a Front-End Engineering and Design (“FEED”) study for CCS at Legend, and eventually result in the execution of a bilateral arrangement where the selected contracting party would be responsible for the “wrap” CCS services.

All dates and time periods referenced in this notice are subject to change. This notice is intended in part to give advance notice of the solicitation. While ETI expects to issue the solicitation, by publishing this notice ETI is not assuming, and expressly disclaims, any obligation or commitment related to such issuance or any other obligation or liability of any kind of ETI that could result from or arise out of this notice.

Parties interested in participating in the solicitation process will be required to register. In order to register, interested parties should contact ESLRFP@entergy.com, prior to the registration deadline of 11/08/24. Participants will be required to execute a Confidentiality Agreement as part of the registration process and prior to any supplemental information being provided
